Transit officials discuss Civilian Oversight Committee

Biasiotta is not present at roll call. The rest of the committee members are present. A presentation is going to be held to discuss getting new uniforms for RTA Operators and Supervisors.
Currently, Operators/Supervisors receive a yearly uniform allowance of $450. Customer service Reps receiver $250 yearly. This is an allowance for about 1,100 employees.
Side note: This presentation is currently being given by Scott Ferraro and Maggie Swetel.
A successful proposer will be responsible for uniform sales, maintain a local store location, monitor employee allowance accounts, and maintain auditable records.
So far 24 parties have shown interest, with one firm offering a proposal.
Swetel says their recommendation is to contract Workwear Outfitters, who are contracted in Nashville, to partner with Schwartz Uniforms in Cleveland.

Moss questions why 24 parties showed interest but only 1 offered a proposal. She also wants to know what $450 would buy an employee.
Some of the feedback they have gotten was that the timeline was too short for them to act accordingly.
The presenting committee will provide a breakdown of the costs of employee attire. Moss wants to ensure the employees are getting their monies worth.
Weiss asks if there are any local vendors to contract with. Ferraro explains that there isn’t the biggest market here in Ohio for sufficient uniforms.
Dan Dietrich and Glenville Manning are now giving a presentation on the execution of a negotiated competitive contract option for the purchase of up to 20 40ft. CNG coaches.
The FTA recommends replacement of transit buses at 12 years. These are the same busses that have already been purchased, and they wish to purchase them again.
Perks of these buses include a passenger information screen, contoured plastic seats, tip-in veneered windows, 360 cameras, and a drivecam windshield camera.

The current speaker who I believe is Lucas, asks if RTA can start advertising job opportunities on the flashing screen outside of the bus that shows the route name of the buses. This can actually be done by a cellular device.
Correction: Earlier when I mentioned it was Weiss speaking about local vendors it was Welch. 😄
Next is an update on the microtransit program by Maribeth Feke, Mayor Edward Kraus (Solon), and Lexi Petrella.
Kraus says it can be difficult to attract employees to Solon because it can often times be difficult for potential employees to get there. They have started a Solon mobility task force as a result.
Some of the things they have been able to accomplish through this task force include implementing four new bus shelters. They are also looking to add more benches along the routes and more frequent trash receptors along routes.
This program aims to connect work sites to RTA service. Must pick-up and drop-off at RTA facility. The work site must be within Cuyahoga County. They will pick you up and bring you back to and from work.

Welch praises the work being done here. She asks about the shuttle times. Microtransit does have a 24 hour service, but individuals must schedule their ride 18 hours in advance.

The launch date was intended to be 11/9, but they don’t currently have any companies signed up. Now looking for a launch in mid November.
This program will start in Solon,and if it is successful, will look to branch out to Bedford.

RTA has since reduced application from 17 to 7 pages. Reapplication has been reduced from 7 pages to 3 pages.
Davidson reports RTA is experiencing record ridership on Saturdays.

Lucas is very excited to implement this program. Moss asks when we will see this program go into motion? The response is hopefully within a months time.
By the end of the year, they hope to have the individuals selected.
Each individual will receive a $100 monthly stipend. Lucas would like to see that number increase. With. I further questions or comments, this motion passes for this to go to the full board.
