Proposed change would effect all areas of city. Ec. disclosure statement has place undue burden to evaluate. Questions: Ald. Dowell - need to give more context. Why are you doing ordinance. What are changes. What's impact>

Changes are eliminate EDS for short term occupancy. Dowell: Could it be used for environmental city equipment etc? Short term agreements used for due diligence, storage of equipment, parking, community gatherings.
