The meeting was called to order at 6:37 pm. Roll call was taken and 4 out of 7 commissioners were present for quorum.

Commissioners present include Aaron Gottlieb, Angel Rubi Navarijo, Gina Piemonte, Interim President Remel Terry, and Executive Director Adam Gross

The commission is now moving to an extended 30 min period for public comment on the CPD’s budget.

The first speaker giving public comment is speaking on the need to elect a CCPSA leader who is in alignment with progressive traffic stop policy and represents the same federal resistance politics that Mayor Brandon Johnson upholds.

The next speaker spoke on CPD offcer Krystal Rivera who was shot and killed by a fellow police officer in June, calling for more police accountability

The next speaker spoke on how this commission was obligated to keep police accountable and establish a budget that is fair for the community it seeks to serve and protect

Public comment has concluded and the commission moved to approve the July 31st and August 28th meeting minutes.

Next item on the agenda is New Business allowing the commission to hold a series of closed meetings for the maximum period allowable as in order to commiserate on new commission leadership. The motion to hold this meeting was approved

The commission is now hearing nominations for the next President. Commissioner Navarijo nominated interim president Remel Terry. Commissioner Gottlieb nominated former Commissioner Abierre Minor who is not present at the meeting. The next president will be elected during the October meeting

Update from Commission Piemonte on traffic stops: new traffic stop policy is being dictated by a Consent Decree, the commission received input from several community meetings and subject matter experts to inform amended policy. They are continuously seeking to inform community led policy

Interim President Terry announced that they are still seeking a COPA Chief who will lead investigations on police misconduct. They have met with subject matter experts on police accountability to inform their search for a new COPA Chief

Commission is now moving to a presentation by Mayor Johnson’s office on community safety for potential increase in National Guard and ICE presence in the city

City of Chicago has not received any formal communication from the Federal government about deployment of federal agents. The Office of Community Safety maintains consistent communication with state and local law enforcement departments for key updates against federal threat

Mayor’s office urges citizens not to intervene with federal operations and also informs that city law enforcement cannot intervene with any immigration related federal law enforcement activities due to executive orders, ordinances, and federal and local policy

Commissioner Gottlieb wanted to get more clarity on when CPD is obligated to cooperate with ICE forces. Presenter responded that CPD cannot intervene or assist with any activities unless directed by a federal court order, including giving out addresses or private information.

Commissioner Minor (now present) asked the presenter what kind of communication the city could hope for if there was National Guard deployment in Chicago. Presenter said he is relying on community partners to report on ICE federal agent sightings

Commissioner Rubi Navarijo asked how law departments are working to protect sensitive citizen information and how the city is supporting liaison officers between CPD and community (he said there are only 2 working right now).

Presenter said the Welcoming City Ordinance protects citizen rights and prohibits city officials from sharing sensitive information with federal agents. In response to the Commissioner’s second question he deferred to CPD to answer that question stating he didn’t feel it was his place to answer that

Commissioner Terry asked about the policies in place to collaborate with CPD and uphold Welcoming City Ordinance.
