CSC Virtual Hearing

The Civil Service Commission advises the mayor and the director of human resources on personnel administration in City service. It upholds the interest of the City’s merit-based civil service system, which is vital to the public interest.

The CSC:

• Serves as an appellate tribunal for employee appeals
• Rules on proposed changes to the Civil Service Regulations and the Classification and Pay Plans
• Rules on requests for exemptions from civil service and waivers of the residency requirement

The CSC is a quasi-judicial body and spends most of its time on its appellate function. It conducts fact-finding public hearings on employee appeals. It also issues formal written decisions containing factual and legal conclusions.
